 Malaysia needs to progress in tandem with the developments of the world economy. Therefore, we need to use the local workforce to support the government's aspirations for Malaysia to be a world class economy. Employers need a workforce that is both skilful and competent in order for Malaysia to remain competitive in the global economy. Literacy skills are important in tackling issues of management, quality control, technological transfer as well as research and development (R&D). Public institutions of higher learning function as storehouses of knowledge which produce the nation's trained workforce. They must be sensitive as well as capable of fulfilling employment needs. In compliance with the government's agenda that emphasises human capital development, accurate and careful planning should be carried out, especially at the higher education level. Human capital that is committed, disciplined, responsible and of quality is the choice of employers.
