The excellence and basic goal of the implementation of shura is that all members of the shura council, now known as the House of Representatives, participate in its decisions. The state agreed to find the truth and enact all policies that truly guarantee the welfare of the community. This council must be composed of people who are qualified to reach the level of mujtahid, warak, and fear God. So that all the policies that are made achieve their target and purpose and do not conflict with His provisions. The shura system can avoid committing tyranny when enacting a policy related to the rights of the people. If viewed in a democratic system, absolute power rests in the hands of the majority of members of the conference. Without emphasising the factor of fearing God and His Messenger. The voice of the majority has the right to do everything until it takes over the power of God. The implication will be the growth of all vices such as gambling centres, corruption, moral decay, and political tyranny. This phenomenon can be avoided if Muslims return to practising the shura system and appointing qualified leaders. Hopefully, this bill can give a clear picture of this system, God willing
