 It is ironic that as scholary exchanges have increased around the world, so too have tensions and misgivings between different communicaties of scholarship. The developing nations of the South are struggling to formulate cultural policies to keep pace with the rapidly-growing information economies of North America, Europe and Japan, and at the same time, trying to preserve their own national identities; while Northern scholary are concerned to safeguard their freedom to undertake the researchof their choice in the developing world. As the colonial norm of easy access to scholarly resources on unequal terms fades into history, North-South Scholary Exchange examines the conflicts that arise from the different preoccupations of North and South, and establishes new ground rules for scholary relations between the developed and developing worlds.
