Summary:For the past ten years, I have been engaged in the job of introducing and installing "Management by Objectives (MBO)" system in Toshiba Electric Company. Since its introduction in 1965, the system has withstood the tests of trial and error. However, I can say that it has been well established in our company as one of many effective management control systems currently in use, although it is still far from perfect and ideal functioning. There is yet a long way to go to cultivate the profound and deep management philosophy and behavioural standards underlying MBO. The system strongly urges to change behaviour in desirable directions. But human behaviour is very hard to change in many instances. This book is written to assist managers in their understanding and implementing MBO. I hope that the managers can grasp the essence of the MBO system by reviewing our ten-year experience in Toshiba with this system.
