Summary:During my years as designer and teacher of the design of systems for provision of subject access to documents, I often took issue with writ- ings on this subject for their failure to consider the impact of some proposal or policy on other aspects of the functioning of indexes. It gradually became apparent to me that this was a common shortcoming. General works on system analysis show how to treat parts of systems in relation to the whole, and books on indexing consider the parts of subject access systems specifically, but no one has explicitly considered the parts of such systems in relation to their effect on the whole.
