 This book is a great beginning to an enormous task, the Islamisation of an institution established by the secular system, remarkably impervious to change. It is an important first step towards Islamisation of the public service which is an essential part of the general process of Islamisation. This aspect of Islamisation has generally been ignored by the Islamicists who have generally concentrated on the political arena. The Islamicists would do well to take into account the important role of the public service in implementing or frustrating the policies of the politicans. In the rare cases where reform-oriented and idealistic politicians have captured political power or obtained some political influence, they have found it impossible to fully implement their policies due to the inherent conservatism of the public service and its effort to maintain the status quo. This book could be regarded par of the effort to educate and reorientate the public service to the ideals of Islam
