 In our book The Political Economy of Change, we attempted to formulate a social science framework useful for assisting persons making public policy. Although "the new political economy" was thought to apply generally, our focus was on the countries of Africa, Asia, and Latin America. In that book, we begged all questions about "development," having in mind a sequel that would explore this subject in political economy terms. We deliberately avoided using the term "development" because it is probably one of the most depreciated terms in social science literature, having been used vastly more than it has been understood. We did not want to muddle our model by associating with it the ambiguities and abstractions that are all too common in contemporary thinking and writing about "development."
