In 1960 when I left New Zealand for Malaya, the 'underdeveloped world' meant a 'developing world' to me. Perhaps my views were more liberal than others for I anticipated that 'development 'within different political and economic systems in the underdeveloped countries would mean a progression towards the same high per-capita income enjoyed by societies of the developed world. |
